About Your Instructor:

Officer Russell Harper is a seasoned Pennsylvania State Humane Police Officer with over a decade of experience in investigating and prosecuting animal cruelty crimes.

Officer Harper currently holds the position of Chief Investigator for the Justice Rescue Humane Society Animal Cruelty Investigation Division (ACID). In this role, he leads the investigation and evidence recovery in animal cruelty crimes.

In addition to his work with the Justice Rescue Humane Society, Officer Harper collaborates with numerous law enforcement agencies across different states to conduct covert operations targeting animal fighting activities. His dedication to combating animal cruelty extends beyond state boundaries.

Officer Harper is sworn in as a Pennsylvania Humane Police Officer in the Franklin County, Delaware County, Chester County, and the Philadelphia Court of Common Pleas. Throughout his tenure as a sworn Pennsylvania Humane Police Officer and Chief Investigator, Officer Harper has demonstrated his expertise by preparing and executing many search warrants that have resulted in felony arrests and successful prosecutions.

With a diverse skill set and extensive training, Officer Harper’s expertise includes crime scene investigation, latent fingerprint processing, controlled substance identification, and digital device investigations.  His over 1000 hours of training under Pennsylvania licensed Veterinarians and more than 15 years of experience in animal basic medical care, animal triage, and animal handling further solidify his commitment to humane policing and animal welfare. Officer Harper’s wealth of knowledge and expertise make him a valuable asset in humane police investigation training and enforcement efforts.
